Summary

Idlir Peçi is the managing partner of Peçi & Papagjoni. Idlir started his career in 2000 as a researcher at the RijksUniversiteit Groningen, in the Netherlands. In 2006 he became an Assistant Professor at Utrecht University in the Netherlands. In 2013 he was appointed Deputy Minister of Justice of Albania and was involved in the process of Justice Reform. In 2016 Idlir was appointed Deputy Minister of Defense of Albania, a post that he held until 2017 when he joined the firm as of counsel. Idlir is a trainer at the School of Magistrates of Albania since 2010 and he has played a crucial role in modernizing and reforming the training program of the School. Idlir is an established authority in legislative drafting, approximation of national legislation with EU Acquis, criminal law and human rights, regulatory and compliance. He is often called to serve as international expert to advise central governments and justice institutions on these matters, in the context of EU and Council of Europe funded projects in countries such as Albania, Kosovo, Ukraine, Moldova and Turkey. As the managing partner of the firm, Idlir is responsible for the overall operation and functioning of the firm and ensuring the firm’s consistent growth and quality of service. His areas of expertise within the firm encompass European Court of Human Rights, regulatory and compliance, aviation security, property rights, white collar crime, international/European criminal law, anti-corruption, extradition, European Arrest Warrants, transfer of prisoners, transfer of proceedings, civil confiscation of proceeds of crime, pre-trial detention, fair trial and right to privacy. Idlir graduated in 1998 from Aristotle University, Thessaloniki, Greece. He obtained his LL.M in European Law and PhD in Criminal Law and Administrative Supervision at the RijksUniversiteit Groningen, the Netherlands.
